The resolution states that Hartford residents have called for the City to revisit the consent decree, which should not dissolve until:
- the racial makeup of the HPD matches that of the city;
- the department gets nationally accredited;
- an independent review of police firearms discharge is set up;
- a monthly meeting of the FDBI is held;
- three individuals are appointed to the FDBI from a list of six suggested by the plaintiffs;
- the HPD reach an agreement with plaintiffs regarding a new service revolver; and
- that they prepare Hartford residents for recruitment.
Outside Cintron’s purview, Hartford continues to navigate a contentious relationship between police and the local community. The city’s third highest-paid police officer, Sergeant Sean Spell, quits amid an investigation into the fifteenth complaint which had been filed against him since 2007. The investigation concerned a video in which Spell stomps on the head of a handcuffed suspect. Previous complaints alleged “illegal detention, profane language, harassment, excessive force, conduct unbecoming, illegal arrest and discourteous conduct.”
