The resolution states that Hartford residents have called for the City to revisit the consent decree, which should not dissolve until:

    • the racial makeup of the HPD matches that of the city;
    • the department gets nationally accredited; 
    • an independent review of police firearms discharge is set up;
    • a monthly meeting of the FDBI is held; 
    • three individuals are appointed to the FDBI from a list of six suggested by the plaintiffs; 
    • the HPD reach an agreement with plaintiffs regarding a new service revolver; and 
    • that they prepare Hartford residents for recruitment. 

Outside Cintron’s purview, Hartford continues to navigate a contentious relationship between police and the local community. The city’s third highest-paid police officer, Sergeant Sean Spell, quits amid an investigation into the fifteenth complaint which had been filed against him since 2007. The investigation concerned a video in which Spell stomps on the head of a handcuffed suspect. Previous complaints alleged “​​illegal detention, profane language, harassment, excessive force, conduct unbecoming, illegal arrest and discourteous conduct.” 110
