A group of Black HPD officers file a motion on the basis of Cintron, alleging discriminatory promotion practices. Previously in 1979, the Guardians had filed a set of complaints with the chief concerning these same issues, which were not adequately addressed.27  They ask for an injunction preventing all promotions until the problem is solved. Nothing came of this spate of litigation, and the motion would later be withdrawn in 1985.
