The resolution requests that the consent decree not dissolve until “the Hartford Police Department Officers substantially mirrors the demographics of the City of Hartford,” “… the City of Hartford Police Department is nationally accredited,” and “the above issues surrounding the Firearms Discharge Board are settled” including the demand for an independent review of police firearms discharge, monthly meeting of the FDBI, the appointment of three individuals to the FDBI from a list of six suggested by the plaintiffs, and more.  

Outside Cintron’s purview, Hartford continues to navigate a contentious relationship between police and the local community. The city’s third highest-paid police officer, Sergeant Sean Spell, quits amid an investigation into the fifteenth complaint which had been filed against him since 2007. The investigation concerned a video in which Spell stomps on the head of a handcuffed suspect. Previous complaints alleged “​​illegal detention, profane language, harassment, excessive force, conduct unbecoming, illegal arrest and discourteous conduct.” (Source) Spell was paid $236,835 a year by the end of his twenty-year tenure on the force, and to this day continues to earn a $130,000 pension from the city each year.
